Development
Since 2005, the WPBHA has grown its non-federal housing presence and expanded its affordable housing portfolio, focusing on the creation of new units and the preservation of existing affordable housing. Between 2005 and 2019, the WPBHA added 527 modern affordable units in Palm Beach County, acquired and preserved 240 existing units, and has over 500 more in development.
To increase the number of affordable units for eligible families, the WPBHA undertakes new construction and acquisition/rehab projects. The WPBHA partners with both public and private organizations, valuing its partnerships with the City of West Palm Beach, Palm Beach County, and private affordable housing developers. The Agency's development pipeline cultivates creative partnerships and unique financing to ensure significant growth of affordable housing options within Palm Beach County.

Henrietta Townhomes
In collaboration with the City of West Palm Beach, the WPBHA will build 18 new units to house people experiencing or at risk of homelessness. The units will target those earning less than 80% of the AMI and provide project-based rental assistance and wrap-around supportive services. (Estimated Completion: March 2026)
Southridge Phase 1 - Roseland Gardens
Roseland Gardens is the first phase of redevelopment for the former public housing site originally built in 1940, Southridge. Roseland Gardens is a public/private partnership with Smith & Henzy Affordable Group and was awarded funding from the Florida Housing Finance Corporation of 9% low-income housing tax credits. Roseland Gardens will include 148 senior, one & two-bedroom, new units in two, four (4)-story residential buildings. The site will also have a separate community center and leasing office. Work is also underway to ensure the historic importance of the original site is preserved (Estimated completion: May 2026)
Southridge Phase 2
After the completion of Phase 1 - Roseland Gardens, the remainder of the original Southridge site will be redeveloped to include at least 200 units of family, new construction units. This will include multiple buildings, no more than three stories in height, with a mix of bedroom sizes. Units will target those earning between 30- 60-120% of AMI. Boynton Bay Apartments
In Partnership with Smith & Henzy Affordable Group, the WPBHA has acquired the 240-unit Boynton Bay Apartments. Development of this site will be in two phases, Phase 1 will be the rehabilitation of all 240 units, while Phase II will be the new construction of up to 140 units (Estimated Completion: To be determined)
MerryPlace Estates
MerryPlace Estates is a 50-unit workforce townhome and single-family home community developed by the West Palm Beach Housing Authority pursuant to the MerryPlace Residential Planned Development (RPD). Thirty-six of the homes were built in partnership with a nationally recognized homebuilder under the Palm Beach County Workforce Housing Program. All of these units are now sold and owner-occupied by eligible persons/families earning between 60-100% of the area median income. The remaining 14 units are single family homes available to eligible persons up to 120% of AMI. Phases I and II have been built and sold, with Phase III currently under construction. MerryPlace Gardens
MerryPlace Gardens is a multi-family development consisting of the remaining six parcels of land under the MerryPlace RPD. The new construction project will consist of up to 63 units of affordable housing. MerryPlace Gardens is intended to be a charming garden-style design that will blend with the existing fabric of the neighborhood. (Estimated completion: To be determined)
