Section 8 Housing Choice Voucher (HCV) Homeownership Program

The West Palm Beach Housing Authority (WPBHA) established a Section 8 tenant-based voucher homeownership option, pursuant to the US Department of Housing and Urban Development's (HUD) proposed rule dated April 30, 1999 and Section 555 of the Quality Housing and Work Responsibility Act of 1998, which authorizes HUD to carry out demonstration programs under Section 8(y). This program allows eligible Section 8 Voucher Program participants the option of purchasing a home with their Section 8 assistance, rather than renting.

The Section 8 HCV Homeownership Program offers a mortgage subsidy to eligible low-income families that need financial assistance in order to realize the dream of homeownership.

 

HCV Homeownership Program Eligibility Requirements: 

  1. Resident must have a Section 8 Housing Choice Voucher for a minimum of one year.
  2. Must be continuously employed 12 months. Employment must average a minimum of 30 hours per week (does not apply to disabled residents).
  3. Minimum Income Requirement.
  4. Provide a down payment of at least 3% of the purchase price of the home.
  5. Residents enrolled in the WPBHA Family Self-Sufficiency (FSS) Program will be given first preference.
  6. First Time Homebuyer or not have owned title to a property in the last three years.
  7. Must complete First Time Home Buyer Education, Pre-Purchase Counseling, Homeowner Maintenance and Post Purchase Counseling.
  8. Secure financing for the home purchase through a participating mortgage lender.
  9. Comply with the Section 8 HCV Homeownership Family Obligations.
